English language requirement for Visitor Visa (Subclass 600). Could this be an error?

The Visitor Visa (Subclass 600) Tourist Stream Document Checklist on the Department’s website has been creating a confusion among those planning to apply under this subclass, especially those whose first language is not English.

It was noticed that the ‘Document Checklist’ for Visitor Visa (Subclass 600) Tourist Stream mentions the ‘requirement’ of ‘functional English Language’ under the Character Requirements.

If it’s an error, ME Alliance would like to point it out to the Department, so it can be corrected and website visitors can take a sigh of relief. If it’s an amendment, which it’s not (hopefully), ME Alliance would still like the Department to clarify why it appears under ‘character requirements' so that we can inform our readers accordingly.
